try this simple little tweak by Deagle from amxx forums :

start>>go>>regedit>>H_key_local_machine>>system>>currentcontrolset>>control>>prioritycontrol right click in right side create new D-word name it IRQ8Priority create it duble click on it give it value 1

this would make ur servers/apps run much better.

Also goto task manager (ctrl + alt + dlt) and click on hlds.exe for hlserver and give it high priority.
