Making text on tubes: -

Step one: Make a tube (I have NO experience with this one so my best advice would be to pull up google.com and type in "psp 9 - making tubes". It'll give you a whole list of sites from people who make picture tubes)
Step two: Open up PSP and your tube image.
Step three: Open up a new image. (I use 400 x 400 transparant then resize as I need at the end)
Step four: go to Image, Resize -- then resize your tube to match your current open image.
Step five: right click your tube window and choose COPY. Then go over to your new image box and click PASTE AS NEW LAYER. You can then play around with where exactly you want your tube to be on your new canvas.
Step five: Go to your TEXT tool (it looks like an A) and click anywhere in the new image box. When the new window opens, choose what type of text you want and the size. You can also choose different colors. Play around with the text you want. (Make sure that the ANTIALAS are checked before hitting OK). When the text appears on your image, there should be tiny marching "dots" around your text. This allows you to move your text anywhere you'd like on your page.
Step six: If you want the text to show vertically, click on the deformation tool (normally the third one down, it looks like a box with dots in each corner and the middle). A box will show up on your new image around the text. Aim for the middle of your box and when you see a curved arrow, use your mouse to turn your text. This is the simplest way to make horitzonal text appear vertical.
Step seven: You can also add a shadow drop on your text to make it appear more "3D" by clicking EFFECTS--3D EFFECTS -- DROP SHADOW. I normally use around 2 and 2 horiztonal and vertical for text shadowing.
Step eight: Go to LAYERS -- MERGE -- MERGE ALL (flatten). This will merge all of your layers together as one and then your white background will appear. Go to SAVE AS and save your image as a .jpg file.
Ta da...all done. Now remember, this might be a little different for you because you're using PSP 9 and I'm using PSP 7. The tools should be the same but if you have any trouble, contact me and I'll see what I can do!
