Bush Backs Down, Reaches Agreement With Congress On Detainee Treatment - September 22nd, 2006
President Bush agreed Thursday to drop his demand that Congress redefine U.S. obligations governing the treatment of enemy combatants under the Geneva Conventions. The White House characterized the deal as a win for all sides.
