with max skinning, you can farm light/medium leather, and it can be converted into everything up to rugged leather. The cows are there to provides mats not available ingame.

You want the other leather, spend some time in the barrens, it wont take long to fill a bag.

Because you aren't using those mats does not make them useless. If you don't want those items, don't loot them. Again, the point to the cows was to provide mats that are unobtainable through normal means. Up until the cows were added, there was no way to get the high end mats that they drop at all. There are engineering recipes that use some of those "useless" mats that you don't want, for example, that up until now, were very difficult to get.

One thing you can say is that items (so also leathers) which are written in grey are useless for crafting. They're just supposed to be sold for some peanuts. So Zhevra leather could disappear from the loot list.
This is a complete list of leathers which can be skinned. It includes many exotic things which could be added with a lower drop % just to have a source for these at all. I agree that this is a list which would be way too long so this is not a perfect solution.
But much more important are these "Hides" for upping one's leatherworking skill level. They are needed for many leatherworking craftings and unlike the normal leathers cannot be crafted upwards. So I think we could use at least these hides on the drop list.

Like Mobs in Black Moras in COT is 60-80 high lvl stuff. so thats a good source there also and its an instance.. skin the lot.. kill bosses for mats ;P then reset. and do it again

Mobs in Blasted LAnds... BIRDS around the road in the smack middle.. are lvl 50-60ish ;P check what they drop please
