Quest seems to be working and all.. but the boat where the chests normalyl spawn to ksill up lockpicking, the chests aren't there, instead there is 1 chest and it seems to be on a like 5 min timer.... wich is a bit of a problem

There's a chest in Booty Bay to grind lockpicking on

you don't need to open the chest ( unless KP fixed that part of the quest ) the Npc close to the chest has the drop you need not the chest, The chests put u in a none stop loot you have to logout to fix.

Yes, Kingpin did this for us. He made it alot easier for the rogues, so you don't have to have any lockpicking skills.
