As of now, as soon as you enter the area that flags you for pvp, you are fair game. There is no longer a no chase rule. You shoot someone from the wall and run out, they can chase you down. I don't care if you get halfway to booty bay, you start a fight, you are in the fight. There's only one reason to go to arena and that's pvp. This should eliminate the "baiting" issue we currently have.

The .warp stvarena command puts you outside of this area, so it can be used to safely arrive at arena.
