all custom vendors are at the dock in Booty Bay. Dungeon set 1 and 2 + Tier 1. Tier 2-5 you have to get from instances/raids. Tier 6 exchanger is broken and not ingame. Weapons are from instances/raids, or by donating and/or using rupees.
