...programs or languages could I use? Other than C++.? Making up game ideas has been a hobby of mine for a while, and I have some good ones, but I don't have a way of setting them down in code. My access to resources is pretty low (jobless 10th grader) and even the QBasic for Dummies book was too deep with all the talk about "arrays" and whatnot. Are there any actually understandable programs or languages that are both cheap enough and simple enough to use? I have a computer and fully fleshed-out, but flexible, ideas, just no way to do more with them. Like sell copies to my so I can not be completely broke.

There are a number of books that walk you though, step by step, in creating a small game so that you can get the idea such as "How To Program a Game in 24 Hours" or http://safari.samspublishing.com/067232461X. Having worked in the software games industry for nearly 10 years, I have seen many things happen including a "pet project" of one of our programmers that got published. It was one of the most fun games ever, simple to play yet deep in strategy called, "Moonbase Commander." Get it and dream. Then pursue your dreams!

Try a language called Rapid Euphoria - I know the name is idiotic but the language is aboslutely usefull. It doesn't have anything that you most likely won't need. Language definition is tiny compared to Java or C or even Visual Basic. You can program simple programs which run a console window or do file operations OR grab an set of procedures to program MS windows (Wn32Lib) - the easiest pixel graphic in windows I've ever encountered. If you are keen on system programming you can easily use system dll files too. And you don't have to worry about wrapping your code with classes, objects, empty definitions, multiple modifier words, compiler pragmas etc. The text you write is 95% code (you still have to declare variables). You can run it as interpreter or compiled program (both run really fast). I've done a fair bit with this language and I'm happy with results. They also have a good concise reference manuals.
The language is not popular at all - don't know why.

For beginners, Visual Basic is probably a good choice. Unlike QBASIC, VB is designed is capable of handling.

Also, Microsoft provides express editions of VB.NET for free on their website (as long as you sign up for a free MS Passport account) - So cost should not be a factor.

If you're not a VB guy though, C# or Java are also good alternatives.

As for the matter of "arrays and whatnot", it's going to be very difficult for you to implement any useful application, let alone a real-time strategy game, without grasping such material - These are really fundamental concepts to any program.
