what is the technology used for portal development?

The protal has got subsription to RSS Feed, Blog, Discussions, Subscription to article.
I want the latest technologies used for
portal development. I think some portal
workshops are available for portal development For eg, WebLogic Workshop, WebSphere Portal, JBOSS Portal. Any suggestion on usage of this?

It uses PHP, MySQL or ASP. Most commonly used are:

Joomla
Php Nuke

and other CMS (content management systems). They have built in modules but can add many others. Can found them on the net .
